Can we expose a public view and a staff view?
Yes. Role-based visibility means the public view can show a limited set of layers and attributes while staff see the full record from the same underlying data.
Does it need a commercial GIS server licence?
That depends on your existing stack and data volumes. We assess it during scoping and will tell you where an open-source stack is sufficient.
